NEA Framing Nuclear Megaproject “Pathologies”: Vices of the Modern Western Society?

The nuclear sector finds itself at a critical juncture, in part because recent large power plant projects Europe and the United States have suffered from what some scholars called megaproject “pathologies,” that is, chronic failure of large, complex infrastructure to fulfill “iron triangle” criteria project performance: cost, timetable, predefined prescriptions. To explore framings such problems within community, this paper analyzes ways which 19 experts Nuclear Energy Agency (NEA), under Organisation for Economic Co-operation Development (OECD) diagnose their underlying causes. analysis draws on framing theory scholarship megaprojects, with semistructured interviews providing empirical material.The identified four frames highlight as key explanations pathologies “vicious circle” lacking investment, erosion skills, construction problems; “bureaucratization contractualization”; “broken markets”; “complexity nuclear-sector exceptionality.” Two overarching metaframes attribute ultimate reasons factors outside notably lack political leadership inability modern Western society identify pursue its own interest. NEA bear significant resemblance alternative literature, calls into question very notion pathology; stresses complex, open systems character megaprojects; flexibility adaptability better align megaprojects evolving context. However, vital need ensure maintain an appropriate fit between ever-evolving environment deserves greater attention. Toward end, introduction OECD-style country peer reviews could constitute opportunity toward collective “frame reflection,” interaction communities offering competing pathologies. Further research would be welcome role processes community relationships modernity high-risk industry.
